Once you've completed Priority: Palaven, travel to Purgatory and look towards the VIP section to find a familiar face. Potential Asset Gains: Terminus Fleet (50), Blue Suns Mercenaries (50), Eclipse Mercenaries (50), Blood Pack Mercenaries (50) As a general rule, none of them are obtained via scanning - each one involves Shepard actually getting out of the Normandy and doing a bit of legwork.
